The telecom companies focus on a business model rather than an infrastructure model. For example, when the fibre cable in BC is cut, people in communities in the Yukon can't call 911 because the system routes those calls through infrastructure located outside of the territory before routing the call back to 911 in Whitehorse. They are resistant to having the systems in the communities direct 911 to the community RCMP detachment in the event of routing failure. Also with the out-of-territory fibre failure has been the loss of out-of-community phone service (e.g. land line phone call from Faro to either Ross River or Whitehorse). This is also a problem if a phone call to either the health centre (after hours) or the RCMP is routed to a cell phone which can't have a local number but instead has a Whitehorse number. The effect is that a cable cut in BC prevents a person standing beside an RCMP member from using their cell phone to phone the RCMP whom their standing beside. NorthwesTel and the Yukon Government say that all will be good once the Dempster Fibre line is done, but that won't be for years and doesn't address that critical infrastructure is located outside of the territory.
