The intervention should include a measurement of bufferbloat in addition to jitter and packet loss. This is particularly relevant for wireline networks where bufferbloat can occur due to poorly choosen CPE modems by the ISP.

Bufferbloat is a measure of jitter and loss occuring while the connection is busy with a large file transfer. Modems with too high of a bufferbloat value will perform poorly when someone is uploading a file at the same time as Real Time, QoS-Sensitive applications are running. A connection can have a satisfactory amount of jitter and loss at idle, but then quickly degrade to an unacceptable level during a file upload.

Bufferbloat is a great challenge for the industry as a whole, but awareness needs to increase . Currently, it's the luck of the draw weather an ISP provides equipment that is fair-queue optimized.

In particular, Cable Modems have suffered more from bufferbloat than DSL modems in recent years. Wireless can be very tough as well due to the best-effort nature of the speed provided.

Any future-looking discussion centered around providing a high quality internet connection, should include an inquiry about bufferbloat. This is potentially a crucial metric for the connected home with many users accessing different services at once.
